The 0.4.0 is currently the latest version available for Windows. I will update it soon. Unfortunately GPixPod is a bit slow, because written completely in an interpreted language. I got the version 0.4.0. Are you sure to have GTK+ and PyGTK >= 2.8? About the next error: the HAL autodetection could be disabled in preferences, otherwise you could install python2.4-dbus and setup HAL properly.
